Afghanistan : Security Council Open Debate

The Security Council was briefed by Ján Kubiš, Special Representative of the Secretary-General for Afghanistan and head of the United Nations Assistance Mission in Afghanistan (UNAMA).  Ján Kubiš called on the Afghan Government to take steps to ensure that April 2014 presidential and provincial council elections were transparent and inclusive.  He further deplored recent increases in violence against civilians.  Also speaking were the Security Council members and the representatives of several Member states as well as of the European Union.

In her statement, H.E. Ms. Sylvie Lucas, Permanent Representative of Luxembourg, emphasized the importance of next April’s elections to the political transition.  She stated that such elections must be free and fair.  She called on the Afghan Government to create an electoral environment conducive to that transition as soon as possible.  Taking note of the opening of the Taliban office in Doha, she further stated that national reconciliation was vital to put a lasting end to conflict.  She then stressed the crucial importance of upholding human rights – in particular women's, civilian’s and children's rights - in ensuring a peaceful and stable Afghanistan.
