Luxembourg speaks in the open debate of the Security Council on protection of civilians in armed conflict

In her statement, the Permanent Representative of Luxembourg to the United Nations, Ambassador Sylvie Lucas, focused on the prevailing situation in Syria, where the international community is asked to contribute to the protection of civilians whose lives and livelihoods are at stake.

Ambassador Lucas underlined that Luxembourg supports the recommendations presented by the Secretary-General in his recent report on protection of civilians in armed conflict (S/2012/376). She stressed the obligation to hold accountable those who have violated international humanitarian law and the fundamental rights of civilians in times of conflict: the appropriate use of measures to fight against impunity is indeed an important part of the toolkit at the disposal of the Security Council to contribute to the protection of civilians in an effective manner.
