Responsibility to Protect: Luxembourg intervenes at the Informal Interactive Dialogue of the General Assembly

In her intervention, Ambassador Sylvie Lucas of Luxembourg pointed out how difficult it is for the international community to respond in a timely and decisive manner concerning the crisis in Syria, while she recalled that in 2011, the Security Council was able to insist on the responsibility of States to protect their populations, in the case of Libya, Côte d’Ivoire and Yemen. Luxembourg’s Permanent Representative also called for a strengthening of prevention, which requires the appropriate use of deterring measures like the threat of referrals to the International Criminal Court. Finally, Ambassador Lucas emphasised the useful contribution that the Peacebuilding Commission could make to the responsibility to protect.
